You might be right. I'm not sure if generous charity like you're referring to is equally spread across the country, but it's certainly to be encouraged.

Why should it be encouraged when the government is going to take my money anyway way
I think that's a separate issue. And charity can be a way to avoid some forms of taxation.
Have a private equity firm run it.
